Summary

This position serves as a Supervisory Transportation Specialist in the Office of Infrastructure Deployment advising the Under Secretary for Policy, Assistant Secretary for Policy, Deputy Secretary and the Secretary. The Supervisory Transportation Specialist will oversee a safety-focused discretionary grant program, develop Infrastructure Policy regarding road, rail, transit, and port infrastructure and provide leadership on the development of infrastructure policy.

Duties

  • The Supervisory Transportation Specialist (Discretionary Infrastructure Grants) will perform: Provides authoritative and direct consultation, advice, and policy interpretation to the Director, Office of Infrastructure Deployment and the Office of the Assistant Secretary for Transportation Policy on Discretionary Grant Program appropriations in support of DOT to invest in road, rail, transit, and port infrastructure projects impacting transport systems across the country. Manages discretionary grant programs, focused on safety or other transportation priorities, to facilitate public and stakeholder participation in the application process. Directs discretionary grant program funding, selection criteria, and evaluation process involving hundreds of applications to build and repair critical pieces of transportation networks, and ensures that applicants are debriefed on grant policies, selection criteria and program requirements. Conducts policy research and analysis on complex transportation infrastructure issues, problems, and proposals concerning innovative finance including congestion pricing, privatization, and public-private partnerships. Responsible for all matters relating to the implementation of innovative transportation finance techniques and encourages modal administrations to adopt innovative finance techniques. Performs research on the economic impact of transportation investments and disruption to the transportation system and reviews regulatory cost-benefit analyses and providing guidance to modal administration economists on the preparation of such analyses. Recommends and facilitates more efficient use of transportation systems that support the Department's goal of Economic Competitiveness to promote economic growth and development. Analyzes and formulates Departmental policies, plans, and guidelines related infrastructure policy to the Assistant Secretary for Transportation Policy, the Under Secretary for Policy, and the Secretary regarding public policy on infrastructure issues affecting the transportation sector. Analyzes and determines the application of appropriate domestic and international infrastructure regulations, policies, procedures, legislation, proposals, techniques and technology in the transportation sector. Prepares reports used by the Office Director, Under Secretary and the Secretary of Transportation for work planning, preparation of reports and briefings materials on Office program policies and activities. Represents the Assistant Secretary, Deputy Assistant Secretary and the Director in meetings with Department and operating administration officials, and the White House. Congress or other federal agencies. The ideal candidate: OST is looking for a seasoned, motivated and self-reliant professional with expertise in management, implementation, and policy development in discretionary grant programs and subsequent appropriations to support DOT's investment in transportation safety, planning, and infrastructure projects impacting transport systems across the country. This position is in the DOT building, which sits directly across the street from the Metro and a few blocks away from the National's Baseball stadium. A government contractor-issued travel card will be issued and must be retained for official business only. SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
