Project Summary:
The EAP Monitoring, Evaluation, and Learning (MEL) Platform supports the U.S. Department of State’s Bureau of East Asian and Pacific Affairs (EAP), Office of Regional Assistance and Security Program (RASP), and other Department bureaus, embassies, consulates, field offices, and EAP operating units that manage or oversee foreign assistance programs. The task order provides demand-driven MEL, project design, strategic planning, performance monitoring, evaluation, data management, learning, training, third-party monitoring, infrastructure monitoring, and surge technical assistance across Washington, DC and the East Asia and Pacific region. The platform is designed to strengthen evidence-based decision-making, align programming with DOS priorities and 18 FAM 301.4 requirements, and deliver timely, high-quality services through close coordination with the COR, EAP program offices, Activity Managers, posts, and technical teams.
Position Summary:
The Finance and Administrative Manager supports the Project Director by overseeing all financial, contractual, and administrative aspects of task order implementation. The position is responsible for budgeting, financial reporting, invoice preparation, subcontract administration, consultant agreements, financial forecasting, records management, and compliance with contract requirements. The Finance and Administrative Manager ensures that resources are managed efficiently, expenditures are accurately tracked, and financial and administrative systems support successful task order execution.
This position is contingent upon award.
General Duties and Responsibilities:
· Manage task order financial operations, including budget development, expenditure tracking, financial forecasting, burn-rate monitoring, and resource management across multiple activities and taskings.
· Prepare and oversee financial reports, invoices, budget updates, cost analyses, and other financial deliverables required under the contract.
· Administer consultant agreements, subcontracts, purchase orders, and payment processes, ensuring compliance with contractual requirements and company policies.
· Maintain contract files, financial records, personnel documentation, and administrative systems necessary to support audits, contract administration, and reporting requirements.
· Support the development and review of activity budgets, technical implementation plans, work plans, and cost estimates for demand-driven assignments and surge tasking.
· Ensure compliance with contractual, financial, security, and administrative requirements and provide guidance to project staff on financial procedures, documentation standards, and cost control practices.
Requirements
Minimum Education and Experience
· Master's degree in finance, accounting, business administration, contracts management, public administration, or a related field.
· Minimum seven years of progressively responsible experience managing finances and administration for U.S. Government-funded contracts, grants, cooperative agreements, or international development programs.
· Demonstrated experience preparing project budgets, financial reports, invoices, and cost projections for complex multi-year projects.
· Demonstrated experience administering subcontracts, consultant agreements, and other procurement mechanisms.
· Experience supporting Department of State, USAID, DoD, or other federal programs. Department of State experience preferred.
Required Skills and Competencies:
· Strong project operations, staffing, and organizational management skills.
· Experience managing simultaneous activities, competing priorities, and rapid-response tasking in a fast-paced environment.
· Demonstrated experience coordinating consultants, subcontractors, and dispersed technical teams.
· Strong understanding of U.S. Government contract administration, reporting requirements, and compliance procedures.
· Excellent organizational, communication, and problem-solving skills.
· Proficiency with project management, scheduling, collaboration, and reporting tools.
Required Security Clearance:
Active Secret-level clearance required.
Location and Travel: Washington, DC; international travel as required.
