Summary

The position is located at the National Endowment of the Arts. The incumbent serves as the Inspector General for the National Endowment for the Arts, leading an independent office that plans and conducts audits and investigations, promotes economy and efficiency, prevents and detects fraud and abuse, and keeps the NEA Chair and Congress informed on issues, corrective actions, and results.

Duties

• The Inspector General: Direct and oversee independent audits and investigations of NEA programs, grantees, contractors, and internal operations to meet federal requirements. Develop and implement agency-wide audit objectives, policies, procedures, and the Annual Audit Work Plan. Enhance economic performance and operational efficiency, while ensuring effective prevention and detection of fraud, waste, and abuse within NEA programs and activities. Coordinate and issue semiannual Inspector General reports to Congress, tracking problems, deficiencies, corrective actions, and progress. Manage the annual financial statement audit, serving as COTR for contracted independent auditors and ensuring legal compliance. Review proposed and existing laws and regulations and advise the NEA Chair and Congress on impacts and fraud prevention measures. Lead OIG budget, staffing, supervision, and performance management to accomplish office objectives and statutory responsibilities.

Requirements

U.S. Citizenship or a National is required. Subject to a 1-year SES probationary period (unless already completed). This is a career position in the SES. Executive qualifications must be approved by OPM before appointment. If selected and you do not already have OPM QRB certification, you must complete a structured ECQ interview with OPM before being appointed to the position. You must meet the qualification requirements of this position no later than the closing date of the job opportunity announcement.
