Summary

This position is located in Haleakala National Park, in the Administration Division in Kula, HI This position performs technical work in support of budget analysis and administration. The work requires in-depth knowledge of the procedures which facilitate federal budgeting as well as practical understanding and skill in the application of administrative rules, regulations, and procedures associated with recording, reporting, processing, and keeping track of budgetary transactions.

Duties

  • Consolidate budget estimates of assigned programs. Organize budget data according to account, object class, and program activity. Provide technical assistance to others in formulating and executing current year operating programs. Reconcile actual expenses against planned projections. Monitor budget revisions and recommending changes to appropriated funds. Duties will be developmental in nature when filled below the GS-07 full performance level. Physical Demands: The work is primarily sedentary. The work may require some physical effort, such as standing, walking, bending, or sitting. There are no special physical demands. Working Environment: The employee works in an office setting involving everyday risks or discomforts. Normal safety precautions are required. POSITION/AREA INFORMATION: Shared office space is at 7000 ft elevation at Haleakalā National Park summit headquarters. Work at 7,000-10,000 ft elevation (Summit District) or at sea level (Kīpahulu district) may be required. People with certain medical conditions are advised to consult with a medical professional before considering travel to or work at such elevations. Weather condition patterns change frequently and rapidly throughout the year with extreme weather possible during any season. Temperatures vary from 30° to 75° F. Relative humidity varies from 20% in upland areas to more than 90% near the ocean. This position requires occasional long, arduous days monitoring field work in challenging (wet, off-trail, high elevation) conditions, potentially camping for multiple days in remote backcountry sites and traveling by helicopter. Drive time to the summit headquarters area will take approximately 30 minutes from the closest town of Kula. The road to the summit is improved but very winding through open range (free ranging cattle) and may be foggy and wet. Drive time to the Kīpahulu district from summit headquarters is approximately 2 hours. The road to Kīpahulu is unpaved in areas, extremely winding, and narrow. LOCALITY: The nearest towns to the summit headquarters office are Kula, Pukalani, and Makawao with an approximate 30 - 45 minute drive to the park entrance. Pukalani has a grocery store, gas stations, restaurants, a small medical clinic, etc. The city of Kahului is located 35 miles away (1-hour drive) and is the major center of commerce on Maui. Maui County population in 2019 was 167,000. Maui is a 20- minute airplane ride from Honolulu, on Oahu, and a 5.5 hour flight from Los Angeles. Direct flights (pre-pandemic roundtrip economy class) to Maui cost approximately $450-$1000 from Los Angeles, $1000-$1700 from Chicago, and $900-$1800 from New York City. COST OF LIVING: Maui is considered the most expensive Hawaiian island with regard to routine living costs, goods and services - with a cost of living 81% higher than the mainland U.S. average. In summer 2025, the median price of homes currently listed in Maui County was $1.3 million. The median rent price in Maui County is $2,300-$3000. Rents closer to the park (Kula) can be higher. There is no park housing available for this position. The average cost of regular gas in August 2025 was approximately $4.40/gallon. Milk costs approximately $8.00/gallon with other food staples and household items also costing more, on average, than on the mainland. MEDICAL CARE: There are several urgent care and medical facilities on Maui with one large hospital, Maui Memorial, in Kahului. Specialty practitioners are available on the island however for most complex procedures or testing, patients are usually referred to Honolulu or the mainland. SCHOOLS: Hawaii ranked 42nd in a 2025 state ranking of public school quality and education output published by WalletHub (States With the Best & Worst School Systems in 2025). There are about 17.4 students per teacher in Maui County. Nearly 20% of school children in Hawaii attend one of the 130 private schools. There is one college on the island, University of Hawaii Maui, offering mainly 2-year programs.

Requirements

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
