Duties

• This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Support Services Branch, Facilities Team, in Sterling, VA. At the full performance level the major duties of this position include, but are not limited to the following: 1. Oversee planning, guidance, and coordination of support services, including procurement of infrastructure, equipment, furniture, services, space management, facilities operations, and the Government Charge Card program. 2. Provide full supervisory leadership for assigned employees, including setting priorities, assigning work, evaluating performance, counseling staff, administering leave, handling disciplinary actions, promoting team building, and ensuring timely, high-quality work. 3. Manage all space and facilities functions for BSEE Headquarters, Regions, and District offices, including space utilization, planning, design, alterations, logistics, leasing coordination, building operations, emergency response, and development of policies, operating procedures, and program analyses. 4. Coordinate and oversee construction, alterations, and repairs; develop or review design specifications (including AutoCAD work); evaluate plans and cost estimates; liaise with General Services Agency and contractors; and ensure projects meet schedules and agency needs. Ensure compliant acquisition and control of federal property, oversee physical inventories, identify safety hazards, provide safety instruction, review and report incidents, enforce Occupational Safety and Health Administration (OSHA) standards, and support Emergency Management and security responsibilities as assigned. 5. Oversee building services contracts, supervise Unit contracting officer's technical representatives (CORs), monitor contractor performance, conduct inspections, recommend contract modifications, analyze operations, support budget planning, and ensure buildings are properly operated and maintained. 6. Analyze and evaluate space requests, considering organizational structure, staffing, mission, program changes, locations, special requirements, and uses. Adheres to industry-wide project management principles as defined in the Project Management Body of Knowledge (PMBOK). While the Project Management Professional (PMP) certification is not a requirement for this position, it is encouraged as the knowledge aids in the performance of the duties. The BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: $ 143,913 (Step 1) - $187,093 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Additional Information (Probationary Period) As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: - your performance and conduct; - the needs and interests of the agency; - whether your continued employment would advance organizational goals of the agency or the Government; and - whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. This is a supervisory position that may require completion of a supervisory probationary period.
