Summary

THIS IS AN AIR NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION UNIT: 148th CMN FT LOCATION: Duluth, Minnesota SELECTING OFFICIAL: CMSgt Bryan Druar, DSN 825-7276, Comm 218-788-7276 AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED Appointment is subject to 2 year trial period IAW EO 14284

Duties

  • Major Duties: This is not an all-inclusive list A ITSPEC (CUSTSPT) (T32), GS, 2210, 9/11, 1. Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. The decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The employee uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The employee analyzes results and recommends changes. Completed work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Assistance in solving problems is available from the supervisor or a higher-graded specialist. (30%) 2. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures to use in accomplishing conventional tasks, and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions or a course of action for problems not covered by instructions, policies, or accepted practices of the occupation. The work consists of different and unrelated processes and methods requiring the employee to recognize conditions and elements that must be identified and analyzed to discern interrelationships. Searches technical literature, reports, and other reference material to locate information requested by senior personnel. (30%) 3. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences; and performing analysis and providing recommendations to resolve issues. Works with other specialists in planning and conducting studies. Remains aware of emerging technologies and professional developments to stay current in the field and for application to work assignments. (30%) 4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work. (10%)

Requirements

CONDITIONS OF EMPLOYMENT Minnesota Air National Guard Membership is required. If you are not sure you are eligible for military membership, please contact a Air National Guard recruiter prior to applying for this position. Applicants who are not currently a member of the MN Air National Guard must be eligible for immediate membership and employment in the Air National Guard per the military grade(s) listed in this announcement. Selectee will be required to wear the military uniform. Males born after 31 December 1959 must be registered for Selective Service. May be required to successfully complete a probationary period. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain Top Secret Clearance and Security+ Certification within one year. Currently UMD supports TSgt, but may promote without further competition. Higher grades may compete but will take a reduction in rank if selected. Selection for this position does not guarantee promotion. ***Federal employment suitability as determined by a background investigation*** Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.** MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Air National Guard.

Education

EDUCATION: If using education to qualify: GS 9: master's degree or equivalent graduate degree or 2 full years progressively higher level graduate education leading to a master's degree or equivalent graduate degree GS 11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
