Summary
This position is located in the Office of Disaster Recovery and Resilience (ODR&R) and reports to the Deputy Associate Administrator. The Director provides executive leadership for the program office's field operations centers and disaster recovery programs, overseeing nationwide operations that strengthen disaster preparedness, resilience, and economic recovery. - The incumbent oversees the Field Operations Centers which oversee all disaster field operations for their designated half of the country. The office supports strategic planning, situation awareness, and operational coordination for field operations. Provide executive leadership for post-incident situational awareness, across SBA nationwide disaster field operations, and mission prioritization to ensure consistent program execution. Oversees agency readiness by directing financial, staffing, and operational resources to deliver centralized disaster assistance for major physical and economic disasters in accordance with either the President's or Administrator's declaration of a disaster loan area in the United States and the dependencies. Manages critical process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced cycle time. Establishes work priorities, issuing guidance, assigning work, evaluating performance, counseling on technical and administrative matters, recognizing achievement, initiating disciplinary actions, participating in the interviewing, and hiring of new employees, making recommendations regarding promotions and reassignments, and implementing career development and training programs. Identifies areas to standardize activities and ensure consistent levels of service across the country when responding to disasters. Serves as a primary contact within the ODR&R in establishing and maintaining liaison and coordination with other Federal disaster agencies after an event, especially the Federal Emergency Management Agency. Represents the Associate Administrator on internal and external meetings involving strategic engagement activities. Research and develops fact-based strategies for SBA's disaster response, recovery, and mitigation program delivery that reflect current market realities and environment. Coordinates program policy improvements and changes in conjunction with the Deputy Associate Administrator, ODR&R, and the Director of Policy, Preparedness, and Partnerships to ensure consistent, compliant participation and establish metrics for managing lender and portfolio risk. Assesses new or ongoing programs to identify opportunities for technology improvements, recommend strategies for enhanced data usage, and oversee implementation of new or enhanced technology products that capture data and reduce costs that enable fact-based decisions for the programs. Develops industry and inter-governmental contacts that facilitate informed decisions on rules, policies and procedures to meet existing and projected future needs of the small business community as it relates to disaster response, recovery, and mitigation efforts.
